Bilateral treaties with Germany
The Principality and the Federal Republic of Germany signed an agreement concerning assistance in tax, civil and criminal matters through the exchange of information on 27 July 2010. This agreement came into force on 12 January 2012 (Sovereign Ordinance no. 3.627 of 20 January 2012 - Journal de Monaco of 20 January 2012) .
The Federal Republic of Germany joined the International Commission for the Scientific Exploration of the Mediterranean Sea (ICSEM) in 1966.
Furthermore, through the Department of International Cooperation, Monaco has been working with the German Cooperation in Madagascar since 2016 as part of a co-financing arrangement to support Madagascan civil society, which has led to a multi-donor fund (called "Fanainga") being established with the European Union and the French Embassy. The fund's management unit is administered by G.I.Z. (Deutsche Gesellschaft für Internationale Zusammenarbeit / the German Agency for International Development Cooperation).
Following support for the pilot phase in 2016, Monaco has provided a global grant of €550,000 and the B.M.Z. (German Ministry for Economic Cooperation and Development) has provided €1.9 million between 2017-2022. Monaco works with Germany, the European Union and France to govern this fund through regular steering committees and has allocated a further €300,000 for 2023-2025 for a new phase called "Fanainga+" aimed at helping to strengthen civil society.
